It is probably the most restrictive generic extension on the entire internet: only intergovernmental organizations created by international treaties or declarations between national governments can register a .int domain. The organization must hold widely recognized independent international legal personality, be subject to and governed by international law, and have been explicitly created by the treaty or declaration in question; if the entity created is a secretariat, it must have its own legal capacity, meaning it can enter into contracts and be party to legal proceedings. A further relevant restriction: registrations for technical infrastructure or international database purposes are no longer supported, a use that was permitted in the past.
